This is true as my wife is a permanent resident in Canada, she was sponsored by her ex-husband but they divorced, then along the line we met, fell in love and got married. She is still serving the 5-year spousal sponsorship ban but it will end next year, on the 9th of February, 2024.
My questions are as follows:
1. Is there is law preventing permanent resident serving the spousal ban from their current spouse coming to Canada on a study permit or other routes besides spousal sponsorship?

There is a Designated Learning Institutions List (DLI) wherein you can find the list of Institutes where you can apply. Therefore, if the said college is in DLI, then it’s fine. Now, if your agent knew about the region thing, then he should have not applied for Toronto in the first place. Changing course and college is not advisable. You can change if there is some genuine reason. However, provide strong reasons for the course and college change.
Now, coming back to your query. I would advise you to apply for GCMS notes. Based on that, you’ll be able to understand the real reason for rejection and reapply using a strong Justification letter.
My visa got refused again on 18th December and both the time with the same reason that “won’t leave Canada at the end of your stay” and I put a justification letter in the second application with proper reasons!! 2. Based on the reason, we can say that you had not explained your future goals explicitly and had no emotional connection with your family. However, if you plan to know more about the reason, you can apply for GCMS or CAIPS Notes.
